郑磊，复旦大学国际关系与公共事务学院教授、数字与移动治理实验室主任、上海“一网统管”城市数字治理实验室主任。2009年获纽约州立大学奥尔巴尼分校（University at Albany, State University of New York）公共管理与政策博士学位。主要研究方向为数字治理、公共数据开放利用、移动政务服务、人工智能与公共治理创新等，曾主持国家社会科学基金重大项目、国家自然科学基金面上项目、国家社会科学基金后期资助项目。

担任Government Information Quarterly（SSCI，JCR Q1）副主编、《公共行政评论》（CSSCI）编委、《电子政务》编委，以及国际数字政府学会中国分部联合主席、联合国电子政务调查报告专家组成员、世界经济论坛全球未来理事会数据公平委员会成员、中国信息协会数字治理专业委员会副会长、上海市公共数据开放专家委员会委员、浙江省政府数字化转型专家组成员、广东省“数字政府”改革建设专家委员会委员、杭州市委市政府咨询委委员、“数字安徽”专家委员会委员等社会职务。

获教育部第九届高等学校科学研究优秀成果奖（人文社会科学）三等奖、第十三届上海市决策咨询研究成果奖一等奖和2025年度复旦大学“廖凯原最受欢迎教师奖”。作为团队负责人，带领团队获评复旦大学十佳教学团队、复旦大学十佳“三好”研究生导学团队、复旦大学五四青年奖章（集体），以及2026年教育部高校青年教师教书育人团队建设工程试点项目（全国共10个团队）。

自2017年起，带领实验室连续制作并发布“中国开放数林指数”及《中国地方公共数据开放利用报告》；自2021年起，又带领团队连续制作并发布“中国掌办指数”及《中国省级移动政务服务体验报告》。

Lei Zheng is a Professor at the School of International Relations and Public Affairs, Fudan University, and Director of the Lab for Digital and Mobile Governance. He received his Ph.D. in Public Administration and Policy from the University at Albany, State University of New York, in 2009. His research focuses on digital governance, open government data, mobile government services, and AI in the public sector. He served as the principal investigator of a Major Project of the National Social Science Foundation of China, a General Project of the National Natural Science Foundation of China, and a Later-stage Funded Project of the National Social Science Foundation of China.

He also serves as an Associate Editor of Government Information Quarterly (SSCI, JCR Q1), Co-Chair of the Digital Government Society China Chapter, a member of the Expert Group of the United Nations E-Government Survey, a member of the World Economic Forum's Global Future Council on Data Equity, Vice President of the Digital Governance Committee of the China Information Industry Association, and a member of the Shanghai Municipal Expert Committee on Public Data Opening.

He received the Third Prize of the 9th Outstanding Achievement Award for Scientific Research in Higher Education (Humanities and Social Sciences) of the Ministry of Education and the First Prize of the 13th Shanghai Decision-Making Consultation Research Achievement Award. In 2025, he won Fudan University's Leo Koguan Most Popular Teacher Award (with only 10 awardees annually across the university). As team leader, he led his team to be selected for the Ministry of Education's Pilot Program for Young University Teachers' Teaching and Mentoring Team Building in 2026 (one of only 10 teams selected nationwide) and to be recognized as one of Fudan University's Top Ten Teaching Teams in 2021 and one of Fudan University's Top Ten Graduate Advisor–Student Teams in 2025.

Since 2017, he has led the laboratory to continuously produce and release the "China Open Data Index" and the Annual Report on China's Local Public Data Opening.
